| Rick Glick focuses on environmental, water and energy law, representing businesses and local governments in a wide range of environmental matters. He counsels clients on regulatory compliance, permitting for major infrastructure projects, water rights, water quality permitting and certifications, wetlands, endangered species and environmental impact review; assists in assessing and managing environmental risk associated with business or real estate transactions; and represents clients before the state and federal agencies in Superfund, environmental cleanup, permitting and enforcement actions.
Rick is former staff counsel to the California State Water Resources Control Board, and a former Deputy City Attorney for the City of Portland. Selected Experience Representation of multiple sellers, purchasers and lenders in sale and purchase of commercial, industrial, energy, food and wine processing, and agricultural businesses and properties. (Ongoing) Representation of client in the potentially responsible party group for the Portland Harbor Superfund site. (Ongoing) Representation of power company in two-state water quality certification proceedings, under ยง 401 of the Clean Water Act, associated with relicensing of the 1,200 MW Hells Canyon Complex on the Snake River. (Ongoing) Representation of a liquefied natural gas development company in state environmental siting processes and related real estate matters for a major LNG terminal on the Skipanon Peninsula at the mouth of the Columbia River and related pipeline. (Ongoing) Representation of a major oil company in the potentially responsible party group ordered by the Oregon Department of Environmental Quality to investigate and clean up area-wide petroleum contamination at the Port of Astoria, Ore. (Ongoing) Representation before the Oregon Water Resources Department of cities and municipal utilities in fast-growing communities in Central Oregon, Southern Oregon, and the Portland metro area related to obtaining, extending and protecting municipal water rights. General Counsel to the Oregon Water Utilities Council and special water counsel to the League of Oregon Cities. (Ongoing) Performed a water rights audit for a real estate investment firm and hotel chain to confirm the validity and extent of water rights attached to four Oregon destination golf resorts.
