Cable regulation, including rates, copyright and signal carriage, franchising, the 1984 and 1992 Cable Acts, the 1996 Telecommunications Act, state telecommunications legislation, digital rights management, pole attachments and privacy. Recent examples: FCC advocacy to overcome political obstacles and obtain relief for small systems from requirement that cable systems 'dual carry' high-definition broadcast signals in both digital high definition and in analog after the over-the-air DTV transition. Successfully challenged AT&T's claim that 'U-Verse' Internet-Protocol Television (IPTV) system was exempt from franchising and regulation applied to competing cable operators, by focusing court on the critical technological characteristics of AT&T and cable architecture.
