Representing development clients, including residential, commercial, industrial and recreational projects in securing the necessary land use and regulatory entitlements to develop property

Representing the golfing industry and golf course and resort developers in the legal entitlement process

Representing government agencies in the land use process, including Tri-Met in securing land use approval for its Westside Light Rail Project and acting as Special Counsel to the Tillamook County Board of Commissioners on land use matters

Representing development clients in land use writ of mandamus proceedings regarding violation of the statutory 120-day provision in Circuit Court, the Oregon Court of Appeals and Oregon Supreme Court, including the landmark decision from the Oregon Supreme Court in Compass Corp. v. City of Lake Oswego, 319 Or 537, 878 P2d 403 (1994)

Representing the telecommunications industry in the siting of telecommunications facilities within local government jurisdictions

Representing property owners in the amendment of Urban Growth Boundaries to enable urban development of property

Representing clients subject to state and local condemnation proceedings, including favorable negotiations of compensation for the taking

Representing clients on water rights issues associated with the development of property, including appearances before the Oregon Water Resources Commission

Representing clients before the Land Use Board of Appeals (LUBA), the Oregon Court of Appeals and the Oregon Supreme Court on land use matters, including landmark decisions in Foland v. Jackson County, 311 Or 167, 807 P2d 801 (1991); Breivogel v. Washington County, 114 Or App 55, 834 P2d 473 (1992); Department of Land Conservation and Development v. Jackson County, 151 Or App 210, 948 P2d 731 (1997); and Tri-Met v. City of Beaverton, 132 Or App 253, 888 P2d 74 (1995)

Served as County Counsel and Acting County Administrator for Washington County, Oregon and has earned a reputation as one of the leading land use attorneys in the State of Oregon with over 25 years of experience
