Representative Experience
Over 25 years experience dealing with legal and policy issues affecting the natural gas and electric industries

Represents electric utility and industry users of natural gas in certificate, rate and rulemaking proceedings before the Federal Energy Regulatory Commission (FERC), state public utility commissions and state and federal courts

Represents gas users on all regulatory and contractual issues affecting the pricing and availability of natural gas, including gas transportation rules, market-based and negotiated rates; capacity release rules; gas storage regulation; gas quality and interchangeability requirements, pipeline safety regulation; rates for incremental projects; creditworthiness requirements and ratemaking issues generally

Counsels utilities and electric consumers on a variety of electric regulatory issues, including Order No. 888 pro forma tariff reform, impact of Energy Policy Act of 2005-mandated changes, regional transmission organization formation, transmission access policy, market monitoring issues, pricing of grid expansions, standards of conduct and related contract and tariff issues

Has counseled clients in all segments of the energy industry, including: independent generators, industrial consumers, investor-owned utilities, local distribution companies, public service commissions and a non-profit stakeholder association supervising retail access to unbundled generation

Represents hydroelectric developers at FERC in licensing, post-licensing and enforcement proceedings

Assists clients participating in the development of federal legislation affecting federal water projects, federal lands and resources and hydropower
