Representative Experience
Master plan developments, residential plats, hospital and medical facilities, shopping centers, retail stores, transmission towers, warehouses, gravel extraction, utility and solid waste handling facilities

Representing developers of residential, commercial and industrial development as well as government agencies

Projects

Master Plan Development. Represented East-West Partners in development of Lakemont, the award winning master plan community in Bellevue, Washington, a mixed-use development with 620 single-family units, 400 multi-family units, a commercial center, ballfield, tennis courts, trails and native growth open-space.

Retail. Represented Hapsmith Company in the development of the 100-acre SuperMall in Auburn, Washington, a million square feet plus regional shopping center. Represented Schroeder Properties in the development of the Galleria, a retail mixed use project with multiplex theater, restaurants and other shops in downtown Bellevue, Washington. Represented Olympic Property Group (Pope Resources) in obtaining comprehensive land use plan and entitlements for “big box” retail in Gig Harbor, Washington.

Broadcasting and Telecommunications. Represented KTZZ-TV in the development of Seattle’s last major in-city television and FM transmission tower on Capitol Hill as well as assisted in siting of numerous wireless telecommunication facilities.

Industrial. Represented Waste Management, Inc. in the development of a regional sanitary landfill in Eastern Washington, as well as permits for transfer stations and other solid waste handling facilities in Washington. Represented Target in the development of its 1.8 million square foot West Coast import warehouse center in Lacey, Washington. Represented Green Crow in permitting for its sand and gravel facilities.

Energy Facilities. Represented Clallam County and City of Port Angeles in contested proceedings before Washington’s Energy Facility Site Evaluation Council (EFSEC) on application for oil tanker port and cross-continental transmission lines.

Health Facilities. Represented Children’s Hospital and Regional Medical Center in the development and approval of its 15 year master plan, transportation management system, and land use entitlements for its inpatient, outpatient, research and other facilities in the Seattle metropolitan area.

Public Facilities. Represented City of Everett in the development of the $78 million Everett Special Events Center, a 10,000 seat arena and exhibition hall in the heart of downtown Everett, Washington. Represented City of Seattle in its review and decision on the $1 billion secondary treatment facilities upgrade at West Point and elsewhere.

Transit. Represented Sound Transit, a regional transit agency, in the development of its Link Light Rail project through Tukwila, Washington and in the development of its Regional Transit Center in Federal Way, Washington.

Municipal Contracts. Represented Waste Management, Inc. and other private vendors in bids and negotiations of long-term contracts for solid waste handling, wastewater treatment and other utility services. Represented City of Everett in contract for the exchange of land and relocation of BNSF tracks.

Prior Experience
Worked for the Department of Housing and Urban Development's general counsel in Washington, D.C.

Deputy Prosecuting Attorney for King County on land use matters for seven years and served as the Chief of the Civil Division

Taught land use and environmental law courses at the University of Washington Business and Law schools
