Representing and advising, public agencies, competitive utility service providers, large consumers of utility services, utilities, and consumer groups on a wide range of electric, natural gas, telecommunications, and water matters with special emphasis on practice before the California Public Utilities Commission
Counsel to public agencies regarding acquisitions of investor owned water and electric distribution system facilities
Counsel to independent power producer regarding sale of power plant project to investor owned utility
Represented consumer group in proceeding that reduced the cost of financing investor owned utility’s emergence from bankruptcy by $1 billion
Secured exemptions from nonbypassable utility charges related to California energy crisis for renewable energy clients and rapid transit district
Advised competitive telecommunications carriers on compliance with California Environmental Quality Act and California Public Utilities Commission requirements for construction of telecommunications network facilities
Lead strategist and negotiator for California Public Utilities Commission and State of California in international trade dispute involving $1 billion in annual natural gas trade
