Broadband communications policy, regulation, and competition, with particular emphasis on lobbying, negotiation and litigation on behalf of cable television and telecommunications service providers before the FCC, state legislatures, state public service commissions, local governments, and the courts
Recognized expert in negotiating franchise and other agreements on behalf of cable television operators and competitive local exchange providers (CLECs) with local governments, and has been instrumental in resolving complex regulatory issues in several major mergers
Regularly litigates cable and telecommunications franchise, pole attachment, right of way, and competitive pricing issues in federal and state courts, both at the trial and appellate levels
Advises clients on matters concerning federal communications regulation and compliance
Has testified before state legislatures as an expert witness, and has appeared before numerous local government bodies to lobby on behalf of cable television and CLEC interests
