Representative Experience
Litigation Involving Agency Actions: Represented companies, individuals, trade associations and local communities in litigation involving marine mammals, sea turtles, environmental pollution, coastal zone management, fishery management, and maritime issues. Cases have involved government regulations, Indian treaty rights, regulatory takings, compliance with the National Environmental Policy Act and the California Environmental Quality Act, the Freedom of Information Act, the Oil Pollution Act, the Clean Water Act, and various other ocean and coastal laws and regulations. Argued six cases in the Ninth Circuit Court of Appeals
Legislative and Regulatory Representation: Senate Congressional Committee staff for five years; responsible for 10-15 new laws each year. Experienced with legislative matters before the U.S. Congress. Appeared before Congressional Committees over 75 times. Provided assistance to numerous clients on rulemaking procedures by federal agencies.
