Adam D. Romney


Adam Romney advises clients on complex regulatory matters, government reimbursement programs, fraud and abuse, and general transactional matters. He represents a broad range of health care providers such as hospitals and hospital systems, long-term care facilities, clinics, medical groups, independent diagnostic testing facilities, surgery centers, telelmedicine providers, and accountable care organizations.

His experience with Medicaid and Medicare programs includes representing clients in federal and state audits and payment appeals, survey and certification issues, as well as advising on numerous reimbursement matters. He also advises clients on federal and state regulatory matters related to mergers, acquisitions, joint ventures, hospital-physician alignment and other arrangements that affect ownership, licensing, certification, accreditation, payment issues, and participation in government payment programs.

Adam also has significant experience advising clients on health care fraud and abuse matters involving federal and state self-referral, anti-kickback, civil penalty and related laws.

Bundled payment arrangements for Providence Health

Develop commercial and government bundled payment arrangements by providing counsel, drafting agreements and preparing government filings for large health care network operating in five state. (Ongoing)

Facilities transactions for acute care system

Advise acute care hospital system on contentious ownership change of bankrupt facilities where new owners rejected automatic assignment from seller. (Ongoing)

Regulatory counsel for telemedicine provider

Provide regulatory advice on structure and operations of telemedicine company delivering primary care to patients through web-based platform. (Ongoing)

Transactional work for Tri-County Medicaid Collaborative

Drafted complex agreements related to implementation of state-wide Medicaid coordinated care network in Oregon. (2012)

Medicare enrollment for ACO in southern California

Counseled accountable care organization with enrollment in Medicare shared savings program by drafting agreements, preparing government filings and advising on structural and operational issue. (2011)
