Anna Baxstrom Rawlings

Anna Rawlings focuses her practice on the health care industry, counseling a variety of clients on a broad range of health care regulatory, transactional, corporate governance, and compliance matters. Anna has extensive transactional experience, including advising health care organizations concerning affiliations and acquisitions, data sharing arrangements, software licensing, and professional services arrangements. Having served several years as in-house counsel at a top-ranked pediatric academic medical center, Anna brings practical business and operational experience to her practice.

Representative Experience


Anna has represented a variety of health care providers in connection with complex corporate affiliations and related transactions. She has negotiated master agreements for procurement of hardware, software, and professional services and drafted and negotiated numerous template forms for health care organizations, including professional services, employment, reference laboratory services, and business associate agreements.

Regulatory counsel

Anna advises clients on privacy and security issues, physician self-referral (Stark) and anti-kickback laws, Meaningful Use requirements, and other state and federal regulations.

Corporate and governance counsel

Anna counsels on general corporate governance matters and routinely prepares client bylaws, votes, and minutes. She has also advised on nonprofit corporate organization and ongoing corporate filing requirements.

Corporate compliance

Anna has drafted a variety of compliance policies for health care organizations and provided counsel on development and implementation of required compliance measures. Anna served as Boston Children’s Hospital’s Interim Director of Compliance (September 2014 - April 2015).

Health information technology

Anna has negotiated licenses for numerous health care-related technologies. She has regularly provided counsel on licensing of cloud-based technologies, including terms and conditions for remote-hosting of Protected Health Information and Personally Identifiable Information, as well as related cyber-liability and privacy and security issues. She has also advised on development and use of physician- and patient-facing web portals.

Patient safety and quality; peer review counsel

Anna has counseled on and negotiated arrangements for provider participation in Patient Safety Organizations and quality improvement data registries. She has also advised on a variety of Massachusetts peer review-related matters, including peer review processes and requests for access to peer review protected information.


Anna has counseled clients on federal and state regulations impacting telemedicine providers, negotiated related equipment and software agreements for telemedicine services, and prepared patient consent forms for use of telemedicine technology.
