Barbara Jost has over 30 years of experience dealing with legal and policy issues affecting both the natural gas and electricity industries. She represents clients throughout the energy industry in areas including gas certificates, rates, capacity release, gas quality and interchangeability, safety, siting, and environmental, new project development (including LNG), and hydroelectric licensing. Barbara represents electric generators, electric and gas utilities, industrials and gas producers before the Federal Energy Regulatory Commission (FERC) and in federal court in natural gas pipeline rate and certificate proceedings. She also advises on gas contracting issues, including negotiation of NAESB gas purchase and supply, asset management and pipeline precedent agreements. Barbara also advises on FERC electric regulatory issues and provides energy contracting advice to clients in a variety of industries (including mining, aerospace and health care).

Representation before the FERC and in the federal court of appeals, in opposition to the FERC's approval of a major expansion of the Cove Point LNG import terminal because of adverse gas quality impacts associated with the expansion. (2010)

Represented Calpine Corporation regarding gas interchangeability issues raised by Maritimes & Northeast Pipeline LLC's proposal to modify its tariff to accommodate new supplies. Calpine settled the dispute on favorable terms. (2009)

In connection with a land and facilities acquisition, advised a synfuels company on the acquisition of a 17-mile interstate gas pipeline and obtained all requisite Natural Gas Act approvals for same. (2008)

Regulatory - natural gas for Portland General Electric Company

Representation of Portland General Electric Company and four other electric utility and local distribution companies before the FERC in a Gas Transmission Northwest Corporation rate proceeding. At issue was the treatment of stranded natural gas capacity costs and whether the pipeline's customers should bear a portion of costs. (2007)
