Jeff Gray advises clients on energy regulatory matters focusing on power procurement, renewable energy, climate change and transmission-related issues. He represents independent power producers, transmission system operators, municipal utilities, competitive utility service providers, and large utility customers before a variety of state and federal regulatory agencies. Jeff’s practice also includes water, telecommunications and transportation related matters.

  • Represented independent power producers and energy service providers in matters related to power procurement and resource adequacy requirements, with particular emphasis on market structure issues, utility resource solicitations, and negotiation and regulatory approval of power purchase agreements

Represent in administrative and judicial proceedings pertaining to SSJID's plan to expand the scope of its services to include retail electric service within its existing service territory in California's Central Valley, including CEQA compliance and administrative proceedings before the California Public Utilities Commission, San Joaquin County Planning Commission, and San Joaquin Local Agency Formation Commission. Represented Calpine Corporation before the Public Service Company of Colorado with respect to the development and execution of Calpine’s litigation strategy, preparing the pre-hearing written testimony, discovery, confidentiality and non-disclosure issues, preparing and responding to motions, preparing Calpine’s witnesses for hearings, and conducting direct examination of Calpine’s witnesses during the hearings.
