Jeff Gray advises clients on energy regulatory matters focusing on power procurement, renewable energy, climate change and transmission-related issues. He represents independent power producers, transmission system operators, municipal utilities, competitive utility service providers, and large utility customers before a variety of state and federal regulatory agencies. Jeff’s practice also includes water, telecommunications, and transportation-related matters.

Represent independent power producers before the California Public Utilities Commission with respect to regulatory approval of power purchase agreements.

Represent independent power producers and electric service providers before the California Public Utilities Commission in matters related to power procurement and resource adequacy policies, with particular emphasis on market structure issues and utility resource solicitations.

Energy - utility rate cases

Represent large electric customers in utility general rate cases.

Advise electric generators, municipal utilities, and electric service providers on market structure, procurement and regulatory compliance matters related to renewable portfolio standards, greenhouse gas emissions standards and climate change initiatives.

Advise electric generators, energy marketers and electric service providers with respect to power purchase agreements.

Electricity - transmission

Represent independent system operator before the California Public Utilities Commission, California Court of Appeals, and California Supreme Court with respect to regulatory approval of high-voltage electric transmission lines.

Power plant development and regulatory compliance

Represent independent power producers in matters related to power plant development, operations and regulatory compliance issues.

Electric service providers

Represent electric service providers with respect to regulatory compliance issues related to renewables portfolio standard and resource adequacy procurement obligations.

Asset acquisitions

Represent municipal utilities with respect to the acquisition of electric generation and distribution assets.

Transportation

Represent transportation companies in matters related to the provision of vessel common carrier, passenger stage and household goods moving services.

Water

Represent local governments, utility districts and customer groups in matters related to water utility rates, service, and consolidation.

Telecommunications

Represent telecommunications providers in matters related to the provision of service, transfer of control and regulatory compliance.
