Mark Trinchero focuses on telecommunications, representing clients before state and local regulatory agencies and legislative bodies in various states, and before the FCC. His clients include traditional wireless and wireline carriers, providers of wireless and fiber-based broadband service, and cable telephony companies. Mark conducts administrative litigation, including rulemakings, investigations, complaints, compliance filings and enforcement proceedings. He also lobbies on behalf of client interests before the Oregon state Legislature.

Representative Experience

Cable services defense for national provider of cable services and one of the world's leading communications companies

Defending against attempt by Eugene, Ore., to impose taxes and fees on client's cable modem services. The court ruled in favor of our client in August 2010. On appeal. (Ongoing)

Lifeline service issues for national wireless carriers

Representing clients in obtaining designation authority to provide lifeline service to low-income individuals in states across the country. (Ongoing)

Application for ETC designations for national wireless carriers

Represented clients in obtaining ETC designation in Washington and Idaho, allowing them to receive high-cost USF funds. (2004-2011)

CLEC issues for coalition of CLECs

Represented a coalition of competitive local exchange carriers (CLECs) in state utility proceedings in Oregon, Utah, and Washington to determine whether to approve a merger between CenturyLink and Qwest Communications. We sought and obtained conditions on the merger to protect CLECs from harm. (2011)

USF issues for national provider of cable services and one of the world's leading communications companies

Represented clients before the Oregon PUC in defeating request that the PUC modify the intrastate USF to include funds to make up for lost intercarrier compensation and access charges. (2010-2011)

In the matter of a rulemaking regarding pole attachment use and safety

Represented national wireless carrier in assuring that pole attachment rules apply to wireless carriers. (2007)

Telecommunications regulatory approvals for Sprint Corporation

Obtained state regulatory approvals nationwide for spinoff of Embarq Corporation from Sprint. (2006)

Telecommunications regulatory for Sprint Corporation

Obtained state regulatory approvals nationwide for Sprint/Nextel merger. (2005)
