Olivia Para


Olivia Para is an energy, environmental and water attorney with extensive experience practicing before the California Public Utilities Commission (CPUC) and other regulatory agencies. She represents clients in a broad range of CPUC proceedings and compliance matters, including ratemakings and rulemakings related to renewable energy, long-term procurement, electric facility fire-safety, proceedings seeking approval to construct electric transmission facilities, and responding to safety audits. Olivia also provides counsel on transactional matters within the energy industry, including acquisitions and power purchase agreements.

Olivia’s environmental practice includes Proposition 65 counseling and representing clients in environmental impact reviews under CEQA, NEPA, the Clean Water Act, the Endangered Species Act, and corresponding state laws. Olivia also advises clients in developing water quality trading programs under the Clean Water Act.

Prior to DWT, Olivia was litigation counsel and in-house regulatory counsel for two of the largest California investor-owned water utilities where she handled a wide range of matters, including multi-party wheeling facilities litigation, infrastructure development, including water supply, treatment and distribution systems, and worked closely with engineering, finance, regulatory, and operations department heads to prepare technical and fact-intensive testimony, briefs and regulatory compliance filings.

Representative Experience

CPUC policy and rulemakings

Representation of electric generators, utilities, and electric service providers on market structure, procurement and regulatory compliance matters related to renewable portfolio standards, greenhouse gas emissions standards and climate change initiatives. (Ongoing)

Environmental permitting

Representing electric utility in multi-agency proceedings relating to environmental assessment and approval for transmission facilities. The work includes coordinating CPUC staff and counsel, state, federal and local agency staff, environmental consultants, city attorneys, and public comment. (Ongoing)

Regulatory - electric for South San Joaquin Irrigation District

Representation in Local Agency Formation Commission proceedings pertaining to SSJID's plan to expand the scope of its services to include retail electric service within its existing service territory in California's Central Valley. (Ongoing)

Regulatory – compliance for Calpine Corporation

Representation of various geothermal qualifying facilities and other generators owned by Calpine Corporation in regulatory proceedings. (Ongoing)

Complex commercial litigation*

Represented clients in a broad range of complex commercial litigation involving breach of contract, trade secret misappropriation, federal and state antitrust claims, criminal price-fixing investigations, construction defect, municipal contracting laws, death penalty habeas corpus petition, and asylum. (2010)

Litigation water dispute*

Lead associate in a multi-party water contract dispute involving private companies and local water districts. Successfully defeated motion for summary judgment. (2010)
