Danielle Frappier counsels communications entities regarding legal and regulatory matters, including market entry, licensing, regulatory fees and compliance. Her experience includes designing and managing comprehensive regulatory compliance programs for multiple telecommunications service providers. Danielle's practice focuses particularly on representing clients before the FCC, state public utility commissions, and the Universal Service Administrative Company, where she has handled audits of 499 revenue reports and appealed denials of E-rate, Low Income and High Cost funding.

Danielle has extensive experience in representing foreign-based carriers providing service in the United States, including obtaining the necessary licenses to provide telecommunications services. She also has experience in counseling the governments of, and operators in, developing countries regarding the policy, legal and regulatory reforms necessary to build a dynamic telecommunications sector.

A native English speaker, Danielle has worked in a law firm as a paralegal in Paris, and also studied political science at the Institut d'Etudes Politiques, in Aix-en-Provence, France. As an attorney, she has provided legal advice to governments and operators in French-speaking Africa. Danielle holds French and U.S. citizenship.
