| David Oxenford represents broadcasting and digital media companies in connection with regulatory, transactional and intellectual property issues. He has represented broadcasters before the Federal Communications Commission, the courts and other government agencies for almost 30 years. He regularly counsels clients on all aspects of broadcast law including the rules dealing with political broadcasting, multiple ownership, noncommercial broadcasting, technical operations and various aspects of content regulation. He also negotiates purchase and sale agreements and other types of broadcast transactions. In addition to representing broadcasters, he works with many other involved in the industry, including broadcast associations, brokers, bankers, private equity funds, programming consultants, and technology companies.
David also represents digital media companies, including a number of Internet radio companies. He represents these companies before the Copyright Office, the Copyright Royalty Board, and other government agencies, and he advises them on music royalty issues as well as other general business and regulatory matters.
David is the editor of DWT's BroadcastLawBlog.com. His updates and advisories on broadcast and Internet topics are regularly published by various associations and trade publications, and he's a regular speaker at state and national broadcast, webcasting, and music conferences and conventions.

Selected Experience Hundreds of broadcasters nationwide Ongoing Represent hundreds of broadcasters with thousands of broadcast stations across the country on all aspects of FCC regulation, including multiple ownership rules, FCC technical regulations, noncommercial broadcasting rules, the transitions to digital television and radio broadcasting, applications for new broadcast stations, political advertising issues, children's television programming and advertising restrictions, sponsorship identification and other FCC and government regulations. State broadcast associations Ongoing Represent a number of state broadcast associations and the National Association of Media Brokers in counseling their members on FCC policy issues and other broadcast regulatory matters which could impact their members. Various coalitions of broadcasters Ongoing Organized and represented coalitions of broadcasters in FCC rulemaking proceedings, including the filing of comments on proposals for new FCC localism regulations, the relationship between FM translators and Low Power FM stations, the service to be provided by AM expanded-band stations, FCC embedded advertising proposals, and the proposals to re-allot TV channel 6 to radio use. Broadcasters and other FCC-regulated entities nationwide Ongoing Counseling broadcasters, cable companies and others on the FCC's political broadcasting rules—including equal opportunities, lowest unit rates, reasonable access, and the Fairness Doctrine. Numerous broadcasters Ongoing Negotiate agreements for the purchase and sale of radio and television stations and other transactional documents on behalf of numerous broadcasters, including companies that have been among the most active in buying and selling radio stations in recent years, and counsels clients on the FCC regulatory aspects of such transactions. Small Commercial Webcasters Ongoing Represented the Small Commercial Webcasters and certain noncommercial webcasters before Congress and in the negotiations with the RIAA concerning the passage and provisions of the Small Webcasters Settlement Act. Representation of the Small Commercial Webcasters in negotiations over Internet Radio royalty rates with SoundExchange following the passage of that Act, and in administrative litigation before the Copyright Royalty Board in the 2007 Internet Radio royalty proceeding.
