Glenn Benson has nearly two decades of experience advising energy companies in every geographic region of the United States, much of Canada, and parts of Eastern Europe. He routinely provides representation across all segments of the energy industry on a wide range of matters, including natural gas and oil pipeline tariff issues, Independent System Operator rules, power purchase agreements, interconnection issues, contract issues, regulatory compliance and enforcement, jurisdictional issues, complaints, rate cases, and hydroelectric relicensing.

Glenn regularly represents companies in contested electric utility, natural gas pipeline, and oil pipeline regulatory proceedings before the Federal Energy Regulatory Commission (FERC) and in alternative dispute resolution. He also advises both energy companies and financial institutions on federal and state energy regulatory issues that arise in connection with energy infrastructure projects, mergers, acquisitions and divestitures in the natural gas and electric industries, joint ventures, pipeline service agreements, interconnection agreements, marketing agreements, financing, and other commercial transactions.

Glenn also has significant experience counseling energy industry clients with respect to pipeline safety regulation by the U.S. Department of Transportation’s Pipeline Hazardous Materials Safety Administration (PHMSA), mineral leasing on federal lands by the Department of the Interior’s Bureau of Ocean Energy Management (BOEM) and Bureau of Land Management (BLM), the regulation of offshore oil and gas operations by the Department of the Interior’s Bureau of Safety and Environmental Enforcement (BSEE), the regulation of energy swaps by the Commodities Futures Trading Commission (CFTC), federal grants and loan guarantees by the Department of Energy (DOE), and authorizations to import/export electric power, gas, and oil from DOE and the State Department.
