Kelly Zemil

Kelly Zemil counsels financial services companies and other industry participants on financial regulatory, transactional, and privacy matters with a focus on credit reporting, debt collection, and data security. She advises clients regarding their compliance management systems and drafts policies and procedures with a particular emphasis on first- and third-party debt collection, service provider management, FCRA obligations, and data security and privacy. Kelly’s federal regulatory experience encompasses the FDCPA, GLBA, FCRA, TCPA, UDAAP, TILA, RESPA, the Dodd-Frank Act, and ECOA, and she also has extensive experience in state privacy, consumer protection, and debt collection laws. Her transactional practice focuses on negotiating master services agreements with vendors and service providers as well as negotiating program agreements with technology providers, including mobile, cloud computing, and wallet providers.

Kelly’s background as an investment banker and lobbyist informs her approach to counseling clients on the intersection of the financial regulatory and legislative issues they face, as well as gives her broad perspective on how legal challenges—and solutions—can affect business strategy.
