Olivia Para is an energy, environmental and water attorney with extensive experience practicing before the California Public Utilities Commission (CPUC) and other regulatory agencies. She represents clients in a broad range of CPUC proceedings and compliance matters, including ratemakings and rulemakings related to renewable energy, long-term procurement, electric facility fire-safety, proceedings seeking approval to construct electric transmission facilities, and responding to safety audits. Olivia also provides counsel on transactional matters within the energy industry, including acquisitions and power purchase agreements.
Olivia’s environmental practice includes Proposition 65 counseling and representing clients in environmental impact reviews under CEQA, NEPA, the Clean Water Act, the Endangered Species Act, and corresponding state laws. Olivia also advises clients in developing water quality trading programs under the Clean Water Act.
Prior to DWT, Olivia was litigation counsel and in-house regulatory counsel for two of the largest California investor-owned water utilities where she handled a wide range of matters, including multi-party wheeling facilities litigation, infrastructure development, including water supply, treatment and distribution systems, and worked closely with engineering, finance, regulatory, and operations department heads to prepare technical and fact-intensive testimony, briefs and regulatory compliance filings.
