Rick Glick focuses on environmental, water, and energy law, representing businesses and local governments in a wide range of environmental matters. He counsels clients on regulatory compliance, permitting for major infrastructure projects, water rights, water quality permitting and certifications, wetlands, endangered species, and environmental impact review; assists in assessing and managing environmental risk associated with business or real estate transactions; evaluates water rights in agricultural transactions; and represents clients before the state and federal agencies in Superfund, environmental cleanup, permitting, and enforcement actions.

Rick is former staff counsel to the California State Water Resources Control Board, and a former deputy city attorney for the City of Portland.

Rick’s clients include: Idaho Power, City of Hillsboro, Farmland Reserve, Inc., Consolidated Metco, and Mitsubishi Corp. (Americas).

Oregon Water Quality Certification

Representing Idaho Power Company (IPC) Oregon water quality certification proceedings under section 401 of the federal Clean Water Act, wastewater discharge permitting, and water rights associated with relicensing of the Hells Canyon Complex, comprised of three dams on the Snake River (about 1,100 MW of capacity). Representing multiple cities and municipal utilities in fast-growing communities in Central Oregon, Southern Oregon, and the Portland metro area related to obtaining, extending and protecting municipal water rights. Represented a liquefied natural gas development company in state and federal environmental siting processes and related real estate matters for a major LNG terminal on the Skipanon Peninsula at the mouth of the Columbia River and related pipeline. Read more
