Tom Goeltz practices real estate, land use, environmental and natural resources law. He assists clients with real estate development including mixed-use projects and master plans; transportation and infrastructure agreements; and property acquisition encompassing sales, exchanges and financing.

Master development agreements for Port Blakely Communities

Representing master developers in purchase and option agreements with multiple commercial residential builders for single-family, multifamily, and condominium units (3,000-plus lots). (Ongoing)

Park Drive Blocks and Issaquah Highlands transition

Represent City of Issaquah and master developer in multi-party, multi-parcel land exchange reserve 150 acres of open space in the Mountains to Sound Greenway in Puget Sound area. Transfer development rights to create permanent public open space and trails, with receiving site to be used for new Bellevue College campus and residences as part of master plan community. (2012)

Public/private agreement for Olympic Sculpture Park/Seattle Art Museum

Represented Seattle Art Museum in development of 4.5 acre OSP on Elliot Bay: multiple agreements with the City of Seattle, DOE, WSDOT, DNR, and King County relating to construction, utility relocation, street and aerial street vacations, transportation improvements, streetcar station relocation, and park operation and maintenance. Pension fund acquisition and leasing for SITQ

Representing an international pension fund in investments in land acquisitions and in leasing of mixed-use projects in central business districts of Seattle and Bellevue, Wash. (Ongoing)

Port Gamble master plan for ORM, Inc.

ORM is seeking a comprehensive plan and zoning change to allow a mixed-use master plan project at this historic Port Gamble site in Kitsap County, Wash., which includes SEPA, comprehensive plan, zoning, and development agreement. Also includes a memorandum with Kitsap County entitled North Kitsap Legacy Partners, with potential donation of 7,000 acres of open space in return for master plan community. (Ongoing)

YWCA affordable housing project for master developer

Represented master developer in land sale establishing development standards, and Declaration of CC&Rs for YWCA’s Family Village at Issaquah, an affordable housing project with 146 units and related childcare, office, and community service facilities.

Transfer development rights and open space preservation for Grand-Glacier LLC

Represent city and master developer in a multi-party, multi-parcel land exchange to preserve open space in the Mountains to Sound Greenway in the Puget Sound area. Transfer of development rights to create permanent public open space and trails, with receiving site to be used for new college campus and residences as part of a master plan community. Approvals included county and city Comprehensive Plan Amendments, Master Development Agreement, Master Escrow Agreement, Infrastructure Construction Agreement, annexation and platting, and sale/exchange documents with six parties.

Real estate development for Port Blakely Communities

Representing master developer in Issaquah Highlands Development Agreement and infrastructure (new Sunset I-90 Interchange; regional water line) for 2,200-acre master plan community in Issaquah, Wash. (Ongoing)

Final plat approval for Arborwood project in Kitsap County for ORM, Inc.

Completion of long-term plat application and process to plat for 750 lots near Kingston in Kitsap County, Wash. (2010)

Annexation and purchase for Intuit Inc. and Guardian Industries

Represented Intuit Inc. and Guardian Industries in obtaining Major Industrial Development designation under Comprehensive Plan, along with annexation and land purchase for new industrial sites in Grant County, Wash. (2008)

Green development agreement for Port Blakely Communities

Represented master developer in agreement for green development of "zero-energy" project. (2007)

Real estate transaction for The Medina Foundation

Represented owner in conservation easement and fee dedication for 1,600-acre open space at Turtleback Mountain, San Juan County, Wash. (2006)

Sale of real estate for The Seattle Times Company
