What's Happening in California
[Nov. 2005]
On November 8, 2005, California voters soundly rejected Proposition 80, whose principal objective was to prevent any future expansion of retail access/consumer choice programs in California. In addition, the measure sought to enact into law various regulatory policies that are already being pursued by the California Public Utilities Commission, such as resource procurement and renewable portfolio standards. Finally, the measure sought to restrict the possibility of any future legislative action modifying the energy policies enacted through the measure by requiring a two-thirds vote in each house of the legislature. As of November 9, 2005, Proposition 80 appears to have been defeated by over 30 percent of votes cast - the largest margin of defeat for any of California’s eight ballot measures.
