Project development and finance
We represent independent power producers, investor-owned utilities, municipal utilities and electric cooperatives in the acquisition, development, financing, construction and operation of renewable electric generation facilities and technologies.
Our regulatory lawyers have held senior positions at major U.S. investor-owned utilities, the Bonneville Power Administration (BPA), and the California Public Utilities Commission, and served as senior counsel to the U.S. Senate Committee on Energy and Natural Resources. We have deep experience with the various renewable portfolio standards that have now been adopted in more than 30 states. In several states, we have participated in the processes leading to the development of those standards and in writing the regulations that implement such standards. We also advise clients regarding the creation and trading of renewable energy credits (RECs).
We have a deep understanding of evolving climate change policies at the international, national, regional and state levels, and have performed substantial work advising clients on climate change policies and operational issues. We advise clients on:
- Climate change regulatory and litigation risk
- California’s cap and trade program compliance
- SEC disclosure requirements
- NEPA and SEPA compliance
- State laws regarding GHG emission reductions
- Strategies for marketing the output of GHG-free generating assets
