SAN FRANCISCO, FEB. 14, 2011 – Jessica R. Mullan has joined Davis Wright Tremaine LLP and its national energy practice as an associate. She will practice from the firm's San Francisco office and focus on energy regulatory matters.

"Jessica’s prior legal experiences and her familiarity with the energy regulatory policies in the West make her an outstanding fit," said Steve Greenwald, a senior energy partner in Davis Wright's San Francisco office. "This added depth to our practice will help us meet the growing needs of our energy clients, which demand energy expertise and bench strength."

Ms. Mullan has previously worked with the law firm of Kirkland & Ellis in their Chicago office, after spending several years in a number of roles in government and public policy at the federal, state, and local levels.

Since returning to her native California, Ms. Mullan has been active in matters relating to California's Renewable Portfolio Standards, monitored proceedings before the California Public Utilities Commission relating to the development of renewable energy projects, and analyzed various energy project permitting processes.

Ms. Mullan received her juris doctor, cum laude, from Northwestern University School of Law and her bachelor of arts in molecular and cell biology (biochemistry emphasis) from University of California, Berkeley. She is admitted to the State Bar of California and the Illinois State Bar.
