Successfully defended the FCC's 2012 order allowing the agency's "viewability" rule to lapse in light of technological and marketplace changes. That rule required most cable television systems to carry “must-carry” stations in analog format, so they could be viewed by subscribers who had only analog TV sets. 738 F.3d 397 (D.C. Cir. 2013)
