Daniel P. Reing


Dan Reing focuses his practice on advancing the interests of his communications industry clients through both regulatory counseling and representation in complex litigation. He has significant experience with communications franchising and deployment issues at the local, state, and federal levels. Dan routinely uses his deep knowledge of state and federal laws impacting cable franchising to assist his cable clients with a wide variety of regulatory and compliance issues. He has also successfully litigated numerous cases to protect the rights of communications providers to deploy their networks and facilities, from the trial level all the way to the United States Supreme Court. Dan also advises industry clients on legislative and administrative developments at the state and federal levels.

Representative Experience


Cable system acquisitions

Assisting small, medium, and large cable operators through transactions involving the acquisition of numerous cable systems, from the due diligence phase to gaining consents from franchising authorities. (Ongoing)

Cable franchising

Representing a national cable operator through franchise renewal processes. (Ongoing)

Cable franchise compliance

Advising cable operators regarding compliance issues raised by franchise authorities (for example, franchise fee audits). (Ongoing)

Broadband deployment

Advising multiple industry clients on legislative and regulatory developments on broadband deployment issues, including right of way access and wireless siting standards. (Ongoing)


Wireless siting deployment litigation

Representing wireless carriers and wireless infrastructure builders in numerous cases across the country at the district court and appellate court levels asserting rights under the Federal Communications Act. (Ongoing)

Skyway Towers v. Lexington-Fayette Urban County Government

Lead counsel for wireless tower builder in successful challenge to local denial of a wireless facility. 2016 WL 817133 (E.D. Ky. 2016)

T-Mobile South LLC v. City of Roswell

On brief in the Supreme Court’s reversal of the 11th Circuit decision upholding municipality’s denial (without any reasoned explanation) of a wireless provider’s application to install a wireless facility. 135 S. Ct. 808 (2015)

T-Mobile West LLC, Crown Castle NG West LLC, & ExteNet California v. City and County of San Francisco

Counsel for three wireless industry companies in challenge to city ordinance imposing complex permitting process on wireless installations in the public rights of way. (S.F. County (Cal.) Super. Ct. 2014)

T-Mobile Northeast, LLC v. City of Newport News`

Counsel for T-Mobile before 4th Circuit in successful challenge to city denial of application for wireless tower. 674 F.3d 480 (4th Cir. 2012)
