James F. Ireland

Jay Ireland represents large cable television companies, independent cable operators, and state cable telecommunications trade associations before the Federal Communications Commission, state public service commissions, and local governments concerning regulatory issues affecting the industry. He has extensive experience in the areas of cable franchising, state video franchise laws, copyright, and pole attachments.

Jay's clients include: Charter Communications and numerous state cable telecommunications associations.

FCC regulatory compliance for various clients

Counsels clients, including major cable companies, small independent cable companies, and state cable telecommunications associations, on a wide variety of cable regulatory requirements including signal carriage, copyright, the 1984 and 1992 Cable Acts, and the 1996 Telecommunications Act. Counsels cable clients and numerous state cable telecommunications associations on local franchising and state video franchise laws. (Ongoing)

Pole attachment agreements and rulemakings for cable and telecommunications clients; numerous state and cable telecommunications associations

Counsels clients on negotiation of rates, terms, and conditions for utility pole attachments, pole attachments rate litigation, and rulemakings at the FCC and state public service commissions. (Ongoing)
