Charles E. Maduell

Chuck Maduell focuses his practice on land use law and litigation. He advises and represents property owners, businesses, and developers on all aspects of real property development and related litigation in Washington, from securing land use approvals and entitlements at the administrative level to challenging or defending state and local government land use decisions in state and federal court. Representative issues and projects include Growth Management Act compliance, zoning, shoreline and wetland regulation, and SEPA compliance for a wide variety of residential, commercial, and industrial projects, including residential subdivisions, office and apartment buildings, business parks, hospitals and medical clinics, wireless telecommunication facilities, shoreline development, and retail shopping centers and stores.

Chuck has more than 25 years' experience representing clients before state and local administrative agencies and hearing examiners, Growth Management Hearings Boards, the Shorelines Hearings Board, and in state and federal courts, and is a frequent speaker on land use law and litigation.

Before entering private practice, Chuck was head of the Land Use and Environmental Law Section of the King County Prosecutor’s Office, where he advised and represented the King County Executive and Metropolitan King County Council on Growth Management Act, land use and zoning issues.

Comprehensive plan amendment and rezone of more than 14,000 acres of forest land in Skamania County to permit residential development. (2014)

Development agreement and permit approvals for 17-story, 378-room hotel in downtown Bellevue, Wash. (2013)

Land use litigation for national retailer

Lead counsel in land use litigation involving siting of retail stores throughout Washington, including LUPA cases in Washington superior courts and courts of appeal. (2012)
