Danielle Frappier helps clients navigate the intersection of cutting-edge technology and regulatory constraints, from technology startups to traditional communications entities. Whether she is assisting clients understand the regulatory implications of their transactions, creating a compliance program, or successfully defending an audit, Danielle cuts through the regulatory red tape to find solutions. Her experience also includes working with industry and governments in emerging economies to build a dynamic telecommunications sector through her transactional work, and counseling regarding the policy, legal, and regulatory reforms.

Emerging technologies

Danielle counsels tech and communications clients on the intersection of regulation and emerging technologies, such as drones and internet of things devices, including contracts and regulatory approvals.

Communications regulatory counseling

Danielle advises many large and small tech companies, UCaaS providers, broadband ISPs (wireless and wireline), cable operators, wireless voice operators (including MVNOs), and traditional wireline telephony providers regarding compliance with communications regulations. Additionally, she counsels entities such as schools, rural healthcare providers, and other companies whose businesses may be affected by communications regulations.

Universal service

Danielle is a “go-to” lawyer for universal service matters before the FCC, USAC, and state PUCs involving participation in one of the four federal USF programs (Lifeline, E-rate, Rural Healthcare, and the High Cost/CAF programs). Danielle is also a leading practitioner in private initiatives to encourage deployment of communications facilities and services to unserved and underserved areas and populations.
