Kaj Rozga is a former Federal Trade Commission attorney with a breadth of antitrust experience representing clients in litigation, cartel, and transactional matters. While with the FTC's Bureau of Competition, Kaj was a member of trial teams that brought a pair of successful hospital merger challenges and was involved in the Investigation of deals in the healthcare, consumer products, and technology sectors.
Kaj manages complex civil litigation of federal antitrust claims, defends corporate and individual clients in grand jury investigations before the Department of Justice, and represents companies in a wide range of industries in merger reviews conducted by the FTC and DOJ. Kaj advises healthcare providers on all aspects of antitrust counselling: strategic litigation, government investigators, clinical collaborations, joint ventures, and M&A. Kaj also advises technology companies on product development and risk mitigation in a dynamic regulatory climate, as well as counseling on the strategic use of antitrust through regulatory processes or litigation. He helps clients look around the corner at antitrust issues in emerging areas like app stores, cloud computing, blockchain, algorithmic pricing, two-sided platforms, and the overlap in competition and data privacy.
Kaj has extensive experience in international antitrust, including his handling of cross-jurisdictional criminal cartel matters as well as his work for an EU-based law firm where he focused on dispute resolution of competition law claims, cross-border M&A, and technology antitrust compliance.

Antitrust litigation
Experienced on both sides of complex litigations arising under state and federal antitrust laws. Core member of teams that represented a class of local TV stations through a favorable settlement, defended a grocery wholesaler in a complete win through jury verdict, and secured dismissal of claims brought against a major auto parts supplier.
Tech counseling
Represents technology companies in antitrust matters arising under U.S. and European laws, interfacing with competition authorities in government investigations, securing regulatory clearances for cross-border deals, and counseling on legal compliance and antitrust risk mitigation.
Healthcare litigation and transactions
Extensive experience in healthcare antitrust matters, with a particular focus on provider markets. Key member of government trial teams that secured major victories in blocking hospital mergers in federal court and bringing a successful trial on the merits before the FTC. Has gone on to assist hospitals and other providers in litigation and to secure government antitrust clearances for their M&A.
