Kaj Rozga is a former Federal Trade Commission attorney with a breadth of antitrust experience representing clients in litigation, cartel, and commercial matters. While with the FTC's Bureau of Competition, Kaj was a member of trial teams that brought a pair of successful hospital merger challenges and investigated deals in the healthcare, consumer products, and technology sectors.
Kaj manages complex civil litigation of federal antitrust claims, counsels targets and third parties in FTC or DOJ investigations, defends corporate and individual clients in grand jury investigations before the Department of Justice, and represents companies in merger reviews (including HSR filings) conducted by the FTC or DOJ.
Kaj advises technology companies at all stages of product development, compliance, and risk mitigation in a dynamic regulatory climate, as well as counseling on the strategic use of antitrust through regulatory processes or litigation. He helps companies plan ahead for antitrust risks in emerging areas like app stores, AI / machine learning, cloud computing, online gaming, blockchain, algorithmic pricing, data aggregation, interoperability, self-preferencing, two-sided platforms, and the overlap in competition and data privacy. Kaj is Vice-Chair of the Monopolization and Big Tech Committee of the Antitrust Section of the New York State Bar Association.
Kaj also counsels financial institutions ranging from large banks to fintech startups on a variety of matters, such as strategic partnerships, commercial agreements, and government investigations. He also advises his financial clients on competition policy matters and the interplay of federal regulatory frameworks and antitrust enforcement.
Kaj advises healthcare providers on all aspects of antitrust counseling: strategic litigation, government investigations, clinical collaborations, payor contracting, joint ventures, and M&A. He also represents providers in government probes at the state and federal levels, as well as antitrust litigations in federal court. Kaj is a member of the leadership committee for the Antitrust Practice Group of the American Health Law Association.
Kaj has extensive experience in international antitrust, including his handling of cross-jurisdictional criminal cartel matters as well as cross-border transactions and M&A. He also practiced at an EU-based law firm where he focused on dispute resolution of competition law claims, cross-border M&A, and technology antitrust compliance for large multinationals.
