Zeb Zankel

Zeb Zankel concentrates his practice on communications law. He counsels on a wide variety of regulatory, transactional, and litigation matters, focusing primarily on representing wireless, CLEC, VoIP, MSO, and internet service providers in state utility regulatory proceedings.

Representative Experience

Regulatory advocacy

Advising clients, filing comments and motions, and participating in workshops and hearings in various CPUC regulatory proceedings, including proceedings regarding service quality, rural call completion, fire safety and mapping, California LifeLine, right-of-way rules, California Public Records Act, and others. (Ongoing)

State approvals for aerial and underground fiber projects

Securing state approval to build aerial and underground fiber projects for several companies, including Sunesys and PAXIO. (Ongoing)

Regulatory approvals of mergers and acquisitions

Achieved state approval for several transfers of control of telecommunications companies, including TeleQuality (2018), Mitel (2017), Bright House Networks (2016), and Suddenlink (2015).

Audits and investigations

Counseling several telecommunications clients through CPUC audits and investigations. (Ongoing)

Negotiation of fiber asset purchase and transfer agreements

Negotiating multimillion-dollar deal regarding transfer of fiber assets. (Ongoing)

CLEC certification and wireless registration

Secured state certification and registration for several CLEC and wireless companies, including Comcast (2017) and 5 Bars (2016).

Administrative litigation

Defended former competitive local exchange carrier in a CPUC complaint case brought by a carrier relating to the transfer of customers between carriers. The case was ordered dismissed. D.16-04-001. (2016)
