Alexandra Barrage leverages her years of legal and policymaking experience with the Federal Deposit Insurance Corporation (FDIC), as well as over a decade advising clients in the private sector on corporate bankruptcy matters, to provide financial institutions and technology companies with strategic advice on bank regulatory and enforcement matters, third party risk management, bankruptcy, digital assets, and related legislative and regulatory developments.

Alex is a frequent speaker on banking, bankruptcy, and digital asset issues, and has been quoted in American Banker, Bloomberg Law, Coindesk, Risk, TruthDAO, and CoinTelegraph.

Equipped with a forward-thinking and analytical point of view, Alex identifies key issues and trade-offs and is skilled at driving consensus. Alex co-leads DWT's Crypto Working and Fintech Women Groups. She is actively involved with several industry organizations in responding to bank regulatory, central bank digital currency, and crypto developments, and has provided technical assistance to congressional staff on developing digital asset legislation.

During her time as an Associate Director with the FDIC, Alex served as the Division of Complex Institution Supervision and Resolution's lead regulatory policy expert, focusing on U.S. and global regulatory issues impacting systemically important banking institutions. She worked closely with Federal Reserve staff on resolution plan rules, related guidance, and feedback letters, and also supported interagency operational resilience work. Her role included engaging directly with banking institutions and trade associations, coordinating with supervisory colleagues on bank engagements, FDIC, and interagency rule implementation, and providing technical assistance to congressional staff.

Practice Highlights

Regulatory engagement and advice

Experienced with representing, speaking before, and consulting with established and newly-created trade organizations on digital asset issues and large bank merger developments. Representing a wide range of third parties and software and finance platform companies on regulatory questions involving bank program agreements.

Interagency and interdivisional collaboration

Over six years' experience working cooperatively with senior Federal Reserve and Federal Reserve Bank of N.Y. supervisory and legal staff on resolution plan processes, including engaging with senior firm management and drafting joint agency guidance, rules, and firm feedback letters. Served as co-lead of FDIC's interagency coordination oversight group.

Policymaking and communication

In-depth knowledge of Dodd-Frank Act financial reforms and public policy, legislative, regulatory, and supervisory issues related to resolution of the largest and most complex financial institutions. Designed and co-led FDIC's U.S. G-SIB crisis management group meetings with global regulators, analyzed and advised on related legal and policy questions, and provided technical assistance to congressional staff on legislative initiatives impacting resolution.
