JULY 27, 2026 – Stewart Kameen, a highly sophisticated regulatory advisor to healthcare clients, has joined Davis Wright Tremaine LLP as a partner in Washington, D.C.
Kameen has spent well over a decade advising clients on federal and state healthcare regulatory matters as a private practice attorney, with a particular focus on fraud and abuse issues. He also served as senior counsel in the Office of Counsel to the Inspector General at the U.S. Department of Health and Human Services, in which role he worked on matters involving healthcare fraud and abuse guidance and enforcement, and gained significant experience with government investigations and regulatory oversight.

Kameen's practice encompasses both federal and state healthcare regulatory matters, and includes corporate compliance, internal investigations and government enforcement actions, qui tam litigation, and transactional support. As a senior attorney in OIG's Industry Guidance Branch, he drafted advisory opinions and played a direct role in shaping the 2020 value-based safe harbor regulations under the federal Anti-Kickback Statute. Today, he advises clients—including drug and medical device manufacturers, distributors, and suppliers—on AKS compliance. His government experience, including OIG Corporate Integrity Agreement negotiations and collaboration with the Department of Justice on enforcement posture and Civil Investigative Demand-stage matters, equip him to support strategy in False Claims Act matters as well.
Kameen currently serves as chair of the American Health Law Association's Fraud and Abuse Practice Group.
Kameen's arrival accelerates the growth of DWT's Washington, D.C., healthcare team, which recently added practitioner Marci Love, a two-decade veteran of CMS , who brings deep expertise with Medicare/Medicaid reimbursement and policy issues that are central to DWT's large client base of health systems.

Kameen was most recently a member at Bass, Berry & Sims PLC, where he practiced for six years. (A professional limited liability company, Bass has members rather than partners.) He began his legal career at Ober Kaler—now part of Baker Donelson—where he also practiced for six years.
Kameen received his B.A. from the University of the South and his J.D. from George Washington University Law School.
