FCC To Accept New FM Translator Applications

The Federal Communications Commission has announced that it will open a one week filing window for new FM translator applications between March 10 and March 14, 2003. This is the first time the FCC has accepted applications for new FM translators since 1997. Applications for major modifications of existing FM translators may be filed at the same time. Non-mutually exclusive applications will be granted, if otherwise acceptable. Mutually exclusive applications will be given an opportunity for settlement and, if no settlement can be reached, will be designated for auction.

Keep in mind that FM licensees cannot own FM translators whose coverage contour extends beyond the protected contour of the licensee’s primary station. Non-affiliated entities can own FM translators operating outside the coverage contours of the stations they are retransmitting, but such entities cannot have “any interest whatsoever, or any connection” with the primary FM station.
