Heather Moelter is an associate with the firm's communications group. In addition to providing advice on spectrum licensing and deployment issues, she assists clients with a broad range of infrastructure-related matters. On the transactional side, Heather has worked on several collocation agreements and helped clients negotiate access agreements for CBRS deployment.

Heather's experience includes serving in the Mobility Division of the Federal Communications Commission's Wireless Telecommunications Bureau, where she worked extensively on CBRS commercial certification matters as part of her broader spectrum licensing portfolio, which also included positive train control and various mid-band and cellular licensing matters.
