Soraya Mohamed advises technology, telecommunications, cable, Internet and other similar clients on regulatory, policy, and infrastructure access matters. Soraya's practice ranges from consumer complaints, civil litigation, and enforcement inquiries, to infrastructure deployment and regulatory advice on new legislation. While she maintains a primarily litigation-focused practice, she also regularly consults clients on regulatory and transactional matters. Soraya keeps an eye on challenging and ever-changing regulatory landscapes so clients can focus on growing and protecting their business and providing customers with the highest quality services. Her foundation as a litigator helps her to dispassionately evaluate the strength of competing arguments and advise clients on a wide spectrum of matters.

Data breach and incident response

Investigation of multiple data breaches resulting in compromise of customer confidential information and Customer Proprietary Network Information (CPNI). Counseling on mitigation measures, compliance with state and federal laws, and potential regulatory implications of breaches. Preparation of data breach notification letters to customers and state authorities.

FCC Enforcement Bureau and state attorneys general inquiries

Defense of clients in response to inquiries by the FCC Enforcement Bureau and state attorneys general, including without limitation, investigation and analysis of incident, and preparation of formal responses to inquiries.

Breach of contract and fraud

Successfully defended technology start-up in multimillion dollar lawsuit based on breach of a contract to assist client in achieving compliance with the Department of Defense (DoD) Security Requirements Guide (SRG) and Federal Risk and Authorization Management Program (FedRAMP) to provide cloud computing technology and services to the Federal government. Case concluded in a favorable settlement for client. (D. Del. 2023)

Consumer service complaint

Successfully defended telecommunications company in lawsuit before the Pennsylvania Public Utility Commission alleging Internet service quality issues. Case was dismissed. (Pa. P.U.C. 2023)

Employment discrimination, retaliation, and hostile workplace

Defense of international broadcasting company in wrongful termination lawsuit by former employee alleging $1 million in damages. Case settled favorably for client. (D.D.C. 2023)
