Jamil Nasir is a member of the firm's energy group where he provides counsel on a wide-range of areas including state and federal energy regulatory matters, administrative and court litigation, prudence proceedings, nuclear power, environmental issues and insurance recovery, all on behalf of major utility companies.

Prior to joining DWT, Jamil concentrated his practice in litigation before the Federal Energy Regulatory Commission on energy and capacity markets, transmission, and industry restructuring issues. His prior experience also includes involvement in market redesign and setting up the Independent System Operator in New York, and in disputes concerning the design of transmission, energy and capacity markets in New England.

Negotiation counsel*

Represented major utility in procurement of very large renewable energy resources, including the first large-scale offshore wind projects in the U.S. (2015-2020)

Negotiation counsel*

Complex, year-long negotiation with dozens of the nation’s largest utilities to structure an important industry standards group in a form advantageous to the client. (North American Energy Standards Board, 2007)

Counsel to FERC hearings*

Briefed and participated in FERC hearings that culminated in creation of the new Forward Capacity Market design for the New England region. (FERC, 2005–2006)

Global settlement counsel*

Developed litigation screening and evaluation program for a large utility’s contaminated sites and helped create the methodology for the company's subsequent global settlement of environmental liability with regulators. (USEPA, NYSDEC, 1995)

Counsel to utility company*

Headed damages quantification effort in four complex, nuclear construction litigations. (Various jurisdictions, 1991)
