Douglas D. Orvis is a telecom and technology lawyer with extensive experience in navigating the global regulation of emerging technologies. He focuses on international regulations of telecom and technology products, consumer protection, sanctions compliance, data security, and infrastructure deployment issues. His practice supports a diverse clientele, including traditional telecom carriers, technology companies, startups, publicly traded companies, and private equity investors.
Before joining the firm, Douglas served in the Telecom and Infrastructure group of the Legal team at Meta, as in-house regulatory counsel at Tata Communications, and as a partner in D.C.-based law firms. Over the course of his career, Douglas has worked with clients on large infrastructure projects here and abroad, counseling on regulatory requirements, and where necessary obtained the necessary governmental approvals to deploy communications infrastructure both in the U.S. and abroad. He also led the transactional and regulatory approvals for the $2 billion sale of a private enterprise communications company, among other major transactions and compliance work. He has successfully defended clients in landmark FCC privacy and data breach investigations as well as enforcement proceedings involving USF compliance, "cramming" allegations, truth-in-billing, terms of service disclosures, CPNI violations, and licensing matters. Douglas also has experience representing clients in joint FTC and multi-state Attorneys General investigations of consumer fraud.
Douglas leverages years of in-house and private practice experience to offer strategic legal counsel on complex commercial transactions, regulatory risk reviews, and tax strategies for cutting-edge technologies and services. Focus areas include subsea and terrestrial infrastructure, over-the-top (OTT) communications, UCaaS, Network as a Service (NaaS), VoIP, wireline, wireless, broadband, lead generation, advertising, telemarketing, and IoT.
