Paul Powell is a recognized leader in wireless policy and licensing, with more than 20 years of experience advising government and private sector clients on complex communications and technology matters. He draws on this experience to help clients address complex regulatory challenges, secure access to critical spectrum resources, and navigate high-stakes negotiations.
Before joining the firm, Paul served as Associate Chief of the Mobility Division in the Federal Communications Commission's (FCC) Wireless Telecommunications Bureau. At the FCC, Paul led multidisciplinary teams that developed and implemented novel regulatory frameworks, expanding commercial access to critical mid-band spectrum. He also regularly coordinated with federal agencies and industry stakeholders on innovative solutions to spectrum management and coexistence issues. He received the Chairman's Award from the OnGo Alliance for exceptional service and commitment to the success of the Citizens Broadband Radio Service (CBRS).
