Russell Semmel concentrates on complex matters related to customs and international trade law. He supports the firm's domestic and international clients on issues such as tariff classification, valuation, and origin determination, as well as special tariff measures under the International Emergency Economic Powers Act (IEEPA), Section 232, and Section 301.
Russell's expertise extends to free trade agreements such as the United States–Mexico–Canada Agreement, trade preference programs, entry and admissibility, foreign trade zones, bonding, and duty deferral programs. He has handled quotas, marking, drawback, anti-dumping and countervailing duties, forced labor issues, IP rights enforcement, economic sanctions, and government contracts. He has represented clients in trade-related litigation before the U.S. Court of Appeals for the Federal Circuit, the U.S. Court of International Trade, and various U.S. district courts, and in administrative proceedings such as audits, investigations, and penalty actions.
Russell has worked in New York, Washington, D.C., and Florida, with early legal experiences including internships at the U.S. Court of International Trade and the U.N. Office of Legal Affairs.
