WASHINGTON, D.C. – January 23, 2020 – Over his career working at the highest levels of government and private practice, most recently as deputy general counsel of the Federal Communications Commission, David Gossett has accumulated vast experience managing litigation and regulatory matters affecting the technology industry. Now, he will put that experience to work at law firm Davis Wright Tremaine where, as part of a newly launched Products Counseling team, he will provide holistic counsel to tech companies launching new products as well as help those companies address—or challenge—changing federal and state regulatory schemes. Gossett joins the firm as partner in its Washington, D.C. office.
"Having served near the top of two major agencies, David has a deep understanding of today's regulatory environment to pair with his well-established litigation credentials and focus on technology issues. Someone with his background could have gone anywhere, and we are very excited he chose Davis Wright Tremaine," said firm Managing Partner Jeff Gray.
The firm's new Products Counseling team will be headed by Danielle Frappier, another highly regarded lawyer in the tech and communications fields. The innovative new team brings the firm's regulatory, litigation, transactional, and privacy and security services together in one place for technology developers, offering a "one-stop-shop" at which to manage their governmental and business challenges. Part of the firm's well-known Technology + Privacy & Security (TPS) practice group, the Products Counseling team combines the firm's core strengths in technology and regulatory law with a focus on guiding tech companies through the obstacle course of governmental scrutiny.
"Technology companies are developing new products at an unprecedented rate, but they can only get to market as fast as regulatory hurdles allow," added Nancy Libin, co-chair of the TPS practice group. "David is a distinguished litigator who knows his way around regulatory agencies and will be invaluable to our clients. Having known him for 20 years, I know what a strong addition, personally and professionally, he will be to our new team and its clients."
Beginning in 2014, Gossett served as deputy general counsel of the FCC, overseeing all litigation handled by the commission, including federal appeals. Before that, he served as the first assistant general counsel for litigation at the Consumer Financial Protection Bureau, where he helped create and run the bureau's litigation group. Previously, Gossett spent more than a decade as a partner in Mayer Brown's well-known Supreme Court & Appellate practice, where he represented clients in numerous federal and state appellate courts, including arguing before the U.S. Supreme Court, and specialized in litigation addressing federal regulatory schemes.
"I was attracted to Davis Wright Tremaine not only for the excellent reputation of its lawyers but also its well-known collaborative culture and entrepreneurial spirit," said Gossett. "We are experiencing unprecedented technological change that is exposing a multitude of organizations to new regulatory scrutiny. I am eager to return to private practice at such a critical time and cannot imagine joining a firm better positioned to tackle those challenges."
Davis Wright Tremaine has outperformed the vast majority of the Am Law 100 in increasing overall revenue, revenue per lawyer and profits per partner since 2014. The firm's gross revenue was up nearly 10% in 2019, the firm's sixth straight year of record financial results. Consistent with the firm's strategic plan, this compounded annual growth was achieved not through mergers or large-group acquisitions, but instead from a high-performing set of core practices and a strong entrepreneurial spirit.
