"Deconstructing the Lifeline Modernization Order," Davis Wright Tremaine, Webinar

On April 27, the FCC released the 224-page text of its controversial Lifeline Order which is designed to "moderniz[e] Lifeline for the 21st Century." The order, aggressive for both its scope and short implementation timeline, reforms almost every aspect of the Lifeline program by:

  • Expanding the supported services to include broadband Lifeline support for low-income consumers
  • Creating a National Eligibility Verifier database
  • Establishing a Lifeline Broadband Provider nation-wide designation
  • Revising ETC obligations
  • Modifying the eligibility criteria
