Molly Barker

Molly Barker is counsel in DWT's energy, natural resources, and environmental law practice group. She advises developers, investors, operators, and other clients on permitting strategy, environmental diligence, project siting, land use, and federal and state agency processes for renewable energy, as well as decarbonization infrastructure projects across the United States. Her work spans solar, wind, battery energy storage, hydrogen, fusion, waste-to-energy, and carbon management projects, including matters involving project development, tax equity and debt financings, environmental review, and regulatory compliance.

In addition, Molly counsels clients on environmental compliance and enforcement matters involving air quality, water quality, hazardous waste, emerging contaminants, recycling and associated supply chain issues for batteries, extended producer responsibility requirements, water rights, contaminated sites, and Superfund disputes. She also advises clients on regulatory and policy developments affecting energy transition and climate-related initiatives, including matters arising under the National Environmental Policy Act (NEPA), State Environmental Policy Act (SEPA), Clean Air Act (CAA), Clean Water Act (CWA), Resource Conservation and Recovery Act (RCRA), Toxic Substances Control Act (TSCA), Endangered Species Act (ESA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Washington state's Climate Commitment Act (CCA), and Clean Energy Transformation Act (CETA).
