Caroline Cilek works in DWT's energy, environmental, and natural resources practice group. Before joining the firm, Caroline was an attorney at the Green Energy Institute at Lewis & Clark Law School. She has experience appearing before the Oregon Public Utility Commission on matters related to utility rates, transportation electrification, and Oregon's decarbonization law for the electricity utility sector (HB 2021).
In addition to her expertise in drafting motions and briefs, providing testimony, and negotiating settlements, Caroline is adept at communicating complex issues in energy law and policy – including GHG accounting and tracking, renewable energy certificates, and renewable energy claims – to her clients, public agency staff, administrative law judges, and non-lawyers. She has a wealth of research experience in energy and environmental issues, including familiarity with power purchase agreements and FERC's reporting requirements and databases.
A certified planner, Caroline spent seven years in county land use and development in Florida before moving to Oregon to earn her law degree. She belongs to the American Institute of Certified Planners and is a Certified Floodplain Manger.
