Caroline Cilek

Caroline Cilek is an associate in the firm's energy, natural resources and environmental practice group. She advises clients on energy regulation and land use permitting matters at the state and local levels.

Caroline has worked on matters before various state utility commissions involving utility regulation, commercial and industrial tariffs, transportation electrification, and implementation of HB 2021, Oregon's clean energy law. She regularly supports clients in contested cases, policy dockets, and other administrative proceedings.

Before becoming an attorney, Caroline was a professional planner, giving her practical insight into the land development process. She helps clients secure land use approvals and permits for site development projects, including conditional use permits, variances, design review approvals, farm stands and farm stores, zone changes, Statewide Planning Goal exceptions, floodplain development permits, renewable energy development, as well as climate resiliency projects.

She is a member of the American Institute of Certified Planners (AICP) and a Certified Floodplain Manager (CFM).
