Daniel "Dan" Quinley is an accomplished natural resources, land use, and environmental law attorney sitting in the firm's real estate practice group. Drawing on his deep experience in regulatory, policy, and litigation matters, Dan helps clients navigate highly complex—and often unique or niche—issues related to natural resources development and use across multiple industries, including water development and supply, agriculture, energy, fisheries, and mining.

His practice focuses on the myriad issues related to natural resources and land use, including mineral rights and mining, water rights and supply, urban infill and redevelopment, fisheries, and protected species. He helps clients navigate the intricacies of permitting, mitigation authorizations, and litigation under industry- and resource-specific federal and state laws as well as broadly applicable environmental laws and regulations.

Dan strengthens the firm's capabilities in the quickly growing energy and natural resources (water, minerals) infrastructure spaces in California and beyond. He guides clients through high-value M&A deals for critical infrastructure and supply projects (including critical minerals, cement, and aggregates); assists clients in navigating all aspects of multiparty, multiagency permitting; works to effectively evaluate and resolve project risks with agency and environmental stakeholders; and advises on all issues related to water rights and quality.

Before joining DWT, Dan was in private practice in San Francisco and Sacramento and engaged regularly with federal and state policymakers and regulatory agencies, including the Bureau of Land Management, U.S. Forest Service, National Park Service, California Department of Conservation (including the State Mining and Geology Board), and both federal and state wildlife agencies.

Water rights and supply

Dan has extensive experience in evaluating and developing water rights and securing water supplies in California's byzantine water rights system. He can identify the appropriate solution, from title and water rights evaluation to permitting to water purchase and banking agreements.

Federal land management and permitting

Where natural resources development happens on federal public land, Dan helps clients navigate the intricacies of multiple federal land management agency laws and regulations to secure project approvals/modifications and armor projects against litigation risks.

Nonconforming uses and compliance

Dan understands the intricacies of nonconforming use and other quirks of land use permitting, existing uses, and changing infrastructure needs. He has helped to secure significant recognitions of vested mining rights and, where necessary, worked to ensure long-standing land uses are recognized and protected.
