On September 9, 2026, Governor Hochul signed Senate Bill S3460 into law, giving New York employees broad new rights to access their personnel records, requiring employers to respond to requests within five business days, mandating notice when certain negative information is added to a file, and imposing penalties for noncompliance. The law takes effect November 8, 2026, leaving employers a short window to get ready.
