The American Recovery and Reinvestment Act of 2009 includes billions of dollars in tax incentives and investment programs targeting renewable energy, energy efficiency, energy infrastructure, smart grid, and other clean technologies.

A primary goal of the Act is to expedite the new national policy of "clean, efficient, American energy" by putting Americans to work transforming our energy infrastructure and retrofitting our buildings to make them cleaner, smarter, and more efficient.
