New Technical Standard for European Accessibility Act Compliance Released

New compliance framework supports active regulatory implementation of the European Accessibility Act and is set to become the principal technical benchmark for demonstrating accessibility compliance for information and communications technology products and services

On September 2, 2026, the European standards organizations ETSI, CEN, and CENELEC (collectively, the ESOs) published EN 301 549 V4.1.1, a significant update to the principal European accessibility standard for information and communications technology (ICT) products and services. The standard is the latest version of EN 301 549 and the first to incorporate a comprehensive compliance framework specifically designed to support implementation of the European Accessibility Act (EAA). As the EAA moves now from more of a legislative framework to active implementation, EN 301 549 V4.1.1 is poised to become the principal technical benchmark for demonstrating ICT accessibility compliance in the EU.

Background

EN 301 549 was first published in 2014 by the ESOs in response to European Commission Mandate M/376, which called for the development of a common set of accessibility requirements for public-sector ICT procurement across the European Union. The standard established technical accessibility requirements for a broad range of ICT, including websites, software, hardware, telecommunications products and services, and electronic documents. EN 301 549 subsequently assumed a formal regulatory role following the EU's adoption of the Web Accessibility Directive (WAD) in 2016, which required public-sector bodies to make their websites and mobile apps accessible and relied on EN 301 549 as the principal technical standard for demonstrating compliance.

As we have previously written, the EU adopted the EAA in 2019 to harmonize accessibility requirements across Member States and extend accessibility obligations beyond the public sector to a broad range of private-sector, consumer-facing products and services. To facilitate implementation of the EAA (which became effective for enforcement purposes last summer), the European Commission issued Standardisation Request M/587 in 2022, directing the ESOs to revise EN 301 549 so that it could serve as the principal harmonized standard supporting EAA compliance. In response to that request, the ESOs developed EN 301 549 V4.1.1, formally adopting the new version of the standard on August 24, 2026, before releasing it publicly earlier this month.

Key Changes in EN 301 549 V4.1.1

EN 301 549 V4.1.1 makes several significant changes to the prior version, EN 301 549 V3.2.1, including the following:

  • Alignment with WCAG 2.2: EN 301 549 measures the accessibility of web content, software, and non-web documents with reference to the Web Content Accessibility Guidelines (WCAG). EN 301 549 V3.2.1 pegged compliance to WCAG version 2.1 (WCAG 2.1), Level A and AA, but EN 301 549 V4.1.1 updates these requirements to align with WCAG version 2.2 (WCAG 2.2), Level A and AA. WCAG 2.2 is the latest version of the guidelines and builds on WCAG 2.1 by introducing additional success criteria designed to improve accessibility for users with cognitive and learning disabilities, users with low vision, and users of mobile devices. It is worth noting, however, that although EN 301 549 now formally embraces WCAG 2.2, WCAG 2.1 remains the version most commonly referenced in other accessibility laws and regulations.
  • Expanded Real-Time Text (RTT) and communications accessibility requirements: EN 301 549 V4.1.1 modernizes accessibility requirements for communications services by expanding RTT obligations beyond traditional point-to-point text telephony scenarios and introducing new requirements for multiparty communications, interoperability, emergency communications, and "total conversation" services that integrate voice, video, and RTT within a single communications experience.
  • New EAA conformance and mapping framework: One of the most significant changes in EN 301 549 V4.1.1 is the creation of a new EAA-focused compliance framework. The new version of the standard provides a practical methodology for assessing whether specific ICT products and services conform to the accessibility requirements of the EAA, identifying the provisions in EN 301 549 that should be evaluated for different categories of products and services. In addition, EN 301 549 V4.1.1 complements that framework by mapping the EAA's essential accessibility requirements directly to corresponding provisions in EN 301 549, creating a clear link between the EAA's legal obligations and the standard's technical requirements. Finally, EN 301 549 V4.1.1 updates the standard's existing mapping to the WAD, showing how EN 301 549 supports compliance with that directive's accessibility requirements for public-sector entities.

It is important to note, however, that although EN 301 549 V4.1.1 is now an official European standard, its most significant legal effect will not occur until it is cited in the Official Journal of the European Union. Once that happens, compliance with the standard will provide a presumption of conformity with the corresponding accessibility requirements of the EAA.

EN 301 549 V4.1.1 represents the most significant update to Europe's core ICT accessibility standard in several years. The alignment with WCAG 2.2, expanded communications accessibility requirements, and new EAA-focused conformance framework together reflect the increasing maturity of the European accessibility landscape. Businesses that provide EAA-covered products and services in the EU should consider taking the following steps:

  • Assess WCAG 2.2 readiness: Conduct a gap analysis against WCAG 2.2, Level A and AA, and evaluate whether existing web content, software, and electronic documents require updating. As noted above, most other laws and regulations cite WCAG 2.1, Level A and AA, as the relevant standard for accessibility, so some additional engineering work may need to be undertaken to ensure compliance with WCAG 2.2.
  • Evaluate communications products and services: Providers of communications-enabled technologies should assess the impact of the revised RTT and other updated communications requirements and determine whether additional testing or remediation is required.
  • Update compliance documentation: Organizations should evaluate whether their accessibility compliance documentation, which is commonly sought by customers and regulators, should be updated to reflect the new EN 301 549 standard.
  • Integrate new requirements into governance and product development processes: Accessibility governance, procurement review, and product development processes should be reviewed to ensure that the requirements embodied in EN 301 549 V4.1.1 are appropriately incorporated into compliance processes.
